The ISPS (International Ships and Ports Security) Code, adopted by the IMO - International Maritime Organization, is a chapter of the SOLAS (Safety of Life at sea) Convention which aims to protect maritime transport by adopting worldwide rules to be observed by ships used in international trade and the port facilities that serve them.

The European Union has adopted measures enshrined in Regulation EC/725/2004 of the European Parliament and Council, March 31, 2004, on enhancing ship and port facility security, complemented by those provided for in Directive EC/65/2005 of the European Parliament and Council, October 26, 2005, on enhancing port security, and thus both parts of the code are mandatory.

In Portugal, Decree-Law 226/2006 defines the basic structure of the national organization necessary for the operationalization and implementation of the code and transposes the directive into Portuguese law.

The Directorate-General for Natural Resources, Security and Maritime Services (DGRM) is the Competent Authority for Ship, Port and Port Facility Security (ACPTMP).
